Ok, Lets GO!!!

There are numerous guides similar to this all around the internet however I chose to create 1 for Aries-Films because I actually did not found any specific on this site.

First of all, launch Vegas as well as import 2 video clips. 1 on a layer above the other.

Simply click the 'Event Pan/Crop' switch on the top video clip.

Take 1 of edges of the video clip and then drag it out to make flick smaller. (Sony Vegas Pro 9.0 includes a grid to help you resize it smoothly. Other versions might possibly not have that.)
Now you can move the location or even make it move along with keyframes.
